Local Business Named as New Agent for Marble Hill License Office; New Location Also Planned

JEFFERSON CITY - Bollinger County Abstract & Title Co., Inc. will be the new agent for the Marble Hill Motor Vehicle and License Office.  The winning proposal was chosen as part of a competitive bidding process used for all of Missouri's local license offices.

The winning bid was one of five submitted for the office.  Bollinger County Abstract & Title was founded in 1909, and its president, Donnia Besher, has been associated with the company since the mid-1990s.

The Marble Hill License Office will be moving to a new location.  The office will be located at 101 Gilmore St.

The management contract for the office became open in February when the state canceled the contract with the previous office agent.

The opening day and any changes in office hours or other operations of the license office will be announced by the new agent.

According to figures from Fiscal Year 2010, there were an estimated 19,869 transactions conducted at the Marble Hill office, and it generated about $66,962 in agent processing fees.

Bidders have the option of returning part of the office revenues to the state.  The company's winning bid included a 2 percent ($1,339) return to state.  About $1 million is estimated to be returned to the state during the first contract year from all 183 local license offices.

Although the Missouri Department of Revenue implemented the new bidding system in January of 2009 after being authorized to do so by Gov. Jay Nixon, it didn't become part of state law until legislation was signed by the Governor in the summer of 2009. The new law was overwhelmingly approved by both Republican and Democratic members of the Missouri Legislature.

Alana M. Barragán-Scott, director of the Missouri Department of Revenue, said she was glad the new office will be opening soon.

"I'm pleased that the new agent has been selected, and I'm confident that the office will provide excellent service to the citizens in the Bollinger County area," she said.
