Greenfield License Office Awarded to New Agent
JEFFERSON CITY - A Greenfield businesswoman has been named as the new agent for the Greenfield Motor Vehicle and License Office. The winning proposal was chosen as part of a reformed, competitive bidding process for all of Missouri's local license offices.
Patti Hayes of Greenfield will be the new agent for the Greenfield License Office. Hayes has been the owner and operator of the H & R Block tax service office in Greenfield since 2005. The winning bid was one of four submitted.
Besides having a new agent, the Greenfield License Office will also have a new location. The new office will be at 311 W. Water St, which is next to Hayes' H & R Block office. Details about changes in office operations will be announced by the agent.
According to figures from Fiscal Year 2009, about 12,600 transactions took place at the Greenfield office, and about $42,450 in processing fees were generated.
Bidders have the option of returning a portion of an office's revenues to the state. Hayes' winning proposal included a 1 percent ($424) return to the state. More than $1 million will be returned to the state during the first contract year from the 183 license offices awarded under the reformed bidding process.
Although Gov. Nixon authorized the Missouri Department of Revenue to implement the new bidding system in January of 2009, it didn't become part of state law until legislation was signed by the Governor in July of last year. The new law was overwhelmingly approved by both Republican and Democratic members of the Missouri Legislature.
All 183 of Missouri's license offices have now been awarded to agents under the new bidding system. One-hundred one offices have gone to incumbents, groups associated with incumbent agents or interim agents, and 82 have been awarded to new agents. Ten offices initially awarded are being re-bid at the request of the Missouri Department of Revenue, and six of those re-bids are still pending.
Alana M. Barragán-Scott, director of the Missouri Department of Revenue, said the new bidding process has gone well.
"The teams that reviewed the office proposals have been impressed with the quality of the bids," she said. "Some proposals include longer office hours, some include better office locations and others have good ideas to improve customer service during peak operating hours. The reformed bidding process has been a success for Missouri citizens."
All local license offices provide services that are overseen by the Department of Revenue, but each office is operated by an independent contractor. Transactions that are conducted at these offices include the issuance and renewal of driver licenses, issuance of titles for motor vehicles, and the issuance and renewal of registration for motor vehicles, boats and outboard motors.
