Mount Vernon, Perryville, Platte City, St. Louis, Ste. Genevieve, Troy & Unionville License Offices Awarded
JEFFERSON CITY - A reformed and competitive bidding process championed by Gov. Jay Nixon has been used to award the management contracts for seven more local motor vehicle and license offices.
"Making the license office agent selection process more open and efficient has been a top priority of my administration," Gov. Nixon said. "Unlike the old patronage system, offices are awarded to people and groups who demonstrate that they can run the offices effectively. The non-political, professional staff at the Department of Revenue reviews the submissions and selects the ones that result in the best service for the people of Missouri."
The seven offices awarded today are in Mount Vernon, Perryville, Platte City, St. Louis, Ste. Genevieve, Troy and Unionville. All of the offices will remain at their current locations, except Mount Vernon.
Bidders have the option of returning a portion of the office's revenues to the state. Four of this week's winning bidders will return some of their revenues. The estimated amount of money that will be returned to the state in the first contract year from the 154 offices that have been awarded so far under the new bidding process is $790,614.
The Mount Vernon License Office has been awarded to the incumbent agent, the Mount Vernon Area Community Foundation, Inc. The winning bid was one of three submitted. The not-for-profit foundation has been the agent since 2005. The office, which is currently located at 592 S. Spring Park Blvd., will move to a new location at 1 E. Courthouse Square. A 1 percent ($807) return to the state was included in the bid.
Conservative Ventures, Inc. of Perryville has been selected to be the agent for the Perryville License Office, which is located at 624-B N. Old St. Mary's Rd. The corporation is associated with Patrick and Karen Naeger of Perryville. Karen Naeger has been the agent since 2006. The winning bid was one of three submitted, and a 2 percent ($2,311) return to the state was included in the bid.
The Platte City License Office has a new agent, the Platte Civic Association. The association was incorporated by the Kansas City International Rotary Club. Profits are intended to be used for civic programs and educational scholarships. The winning bid was one of four submitted, and a 2 percent ($4,922) return to the state was included in the proposal. The office is at 500 Third St.
The Automobile Club of Missouri, which has operated the Westside License Office in St. Louis since 1981, will continue to be the agent. The Westside office is also known as the AAA License Office. The winning bid for the office was one of two submitted. The office is located at 3917 Lindell Blvd., and a 5 percent ($6,203) return to the state was included in the bid.
The Ste. Genevieve License Office, located at 207 Plaza Dr., will continue to be operated by Joseph J. Rozier III of Ste. Genevieve, who has been the agent since 2005. Rozier submitted the only bid, and no return to the state was included in the bid.
The Troy Chamber of Commerce remains the agent for the Troy License Office. The chamber has been office's agent since 1993, and its winning bid was one of three submitted. No return to the state was included in the proposal. The office is located at 103-B N. Lincoln Dr.
The Unionville License Office will continue to be operated by Jan Mashelle Trimble of Unionville, who has been the agent since 1992. Trimble submitted the only bid, and no return to the state was included. The office is at 1507 Main St.
Details about any changes in office operations, if any, will be announced by the agents.
Although Gov. Nixon authorized the Missouri Department of Revenue to implement the new bidding system in January, it didn't become part of state law until legislation was signed by the Governor this past summer. The new law was overwhelmingly approved by both Republican and Democratic members of the Missouri Legislature.
Of the 154 offices awarded so far, 89 have gone to incumbents or groups associated with incumbent agents. Sixty-five of the offices have been awarded to new agents. Alana M. Barragán-Scott, director of the Missouri Department of Revenue, noted some of the criteria that the department evaluates during the selection process.
"The experience of the agent and the proposed staff - whether that's in running a license office or some other type of business - is important because it indicates how well customers will be treated," she said. "Office hours and plans for how to handle customer service during busy times are also evaluated, as are the locations, security and accessibility of the proposed offices."
All local license offices provide services that are overseen by the Department of Revenue, but each office is operated by an independent contractor. Transactions that are conducted at these offices include the issuance and renewal of driver licenses, issuance of titles for motor vehicles, and the issuance and renewal of registration for motor vehicles, boats and outboard motors.
