Interested Bidders Have Until Oct. 27 To Submit Proposals to Manage Greenfield License Office
JEFFERSON CITY - The management of the local motor vehicle/license office in Greenfield will be awarded through a competitive bid process.
A Request for Proposal (RFP) was issued Monday by the Office of Administration (OA) for the Greenfield License Office. Potential bidders will have five weeks (or until Oct. 27) to respond to the proposal.
Allowing any interested person or group to bid on the right to operate a license office in Missouri is part of a reformed process promoted by Gov. Jay Nixon. The goal is to make offices more accountable to citizens, and to have the management awarded to those who develop the best business plans for the offices. After bids are received by OA, teams from the Missouri Department of Revenue evaluate the bids.
This will be the second time the Greenfield office has been put up for bid this year. A previous RFP was issued by the state on July 27, and bids were due Sept. 1. The RFP, however, received no responses.
Alana M. Barragán-Scott, acting director of the Department of Revenue, said she hopes more people or groups will consider bidding on the Greenfield office.
"Although the department was disappointed no one bid on the first proposal, I'm optimistic that some interested individuals or groups will submit a bid this time," she said. "There have been only three other instances when license offices did not receive any initial bids, but each of those offices received two proposals when a second opportunity was provided to bid."
During Fiscal Year 2008 (July 1, 2007 to June 30, 2008), the Greenfield office conducted an estimated 13,136 transactions and generated an estimated $43,276 in processing fees. The current Greenfield License Office agent is Darrell Preston, and the office is located at 100 S. Main St. Potential bidders could choose to keep the office at the current address or provide a new location in Greenfield. A tour of the current office will be provided for interested bidders from 4:30 p.m. to 5:30 p.m. on Oct. 14.
Common transactions that take place at local license offices include renewing or applying for a driver license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
