Revenue Department Announces Competitive Bids for Vandalia and Richmond Contract Offices
JEFFERSON CITY – Omar Davis, Director of the Missouri Department of Revenue, today announced that motor vehicle and driver license contract offices - in Richmond and Vandalia - will be opened and subject to a Request for Proposals (RFP) to engage the public in an open, competitive bid process for operation of the license offices.
“In addition to improving customer service at our state license offices, my administration was the first to open the operation of these offices to a competitive bidding process," Gov. Blunt said. "Three contract offices have already been awarded as part of this open, competitive process and we plan to continue this approach. This is another way we are keeping our commitment to make state government more efficient and improving customer service for Missourians without additional costs."
“The Department’s open bid for a license office has been a huge success, and I appreciate Gov. Matt Blunt’s leadership to expand the process to achieve our goal of increasing transparency and improving efficiency and service for Missourians,” said Revenue Director Omar Davis. “We continue to examine the results of an open process, and hope for similar results from a competitive proposal for the Richmond and Vandalia offices.”
The requirements for bidding include confidentiality, personnel training, office facility and equipment needs, sales and service, security and record keeping. A copy of the RFP is available at https://www.moolb.mo.gov.
“It is vital we set a high standard for customer service,” said Davis. “We are always looking at our offices for ways to improve customer service and the bid process will help us continue to achieve this goal.”
The Vandalia and Richmond contract offices are the fourth and fifth offices set for competitive bid under the Blunt Administration. Contract offices in West County, Harrisonville, and Potosi have all been awarded through this open, competitive process.
The Department has instituted changes across the board to improve service, requiring potential contract agents to submit business plans, expanding weekday hours and adding Saturday hours, and ending taxpayer subsidies that agents received during the previous administration.
