Revenue Department Announces License Offices Set for Competitive Bid

JEFFERSON CITY – The Missouri Department of Revenue (Department) announced today that a fifth and sixth motor vehicle and driver license contract offices, one in Savannah and the other in Richmond, will be the subject of a Request for Proposals (RFP) to engage the public in an open, competitive bid process for operation of these license offices.

"Four contract offices have already been awarded as part of this open, competitive process.  As I have said, we plan to continue this approach and are keeping this commitment by opening up the operation of the Savannah and Richmond offices to a competitive process," Gov. Matt Blunt said.

The RFP was released May 2, 2008, and proposals from interested parties are due on June 6, 2008, Savannah and June 9, 2008, for Richmond.

The Department currently contracts with 183 independent contractors throughout the state to provide motor vehicle titling/registration and license services.  The Request for Proposals (RFP) for the Savannah and Richmond offices will be available on May 5, 2008, on the state’s On-Line Bidding/Vendor Registration System at https://www.moolb.mo.gov.  The Savannah License Fee Office is located at 411 Court Street in Savannah and the Richmond License Fee Office is located 904 East South Street in Richmond.

Like the RFP for the West County, Harrisonville, Potosi, and Vandalia offices, the Savannah and Richmond RFP details the requirements for confidentiality, personnel training, office facility and equipment needs, sales and service, security, and record keeping.

“It is vital we set a high standard for customer service," said Director of Revenue Omar Davis. "We are always looking at our offices for ways to improve customer service and the bid process will help us continue to achieve this goal."

A copy of the RFP may be obtained at https://www.moolb.mo.gov.  To review the RFP, select "Guest" on the home page.  Click on "Open Bids by Agency" and scroll through the list of bids until you locate bid number B3Z08232 – for Savannah and bid number B3Z08233 – for Richmond.  Click on the bid number and click it again in the second paragraph of the Open Bid Detail page.  A page will open where you may download the official bid document in a Microsoft Word or PDF format.
