Driver Licensing Law Changes (2007)

Effective August 28, 2007 - Senate Bill 82
Military Applicants
- Allows active-duty armed forces members (temporarily mobilized and deployed outside of Missouri) to obtain a new, renewal, or duplicate permit/driver/nondriver license through a power of attorney when required documentation is submitted.
- Waives CDL skills test for qualified active duty or retired military applicants. Detailed requirements are listed on Form DOR-5140.
Tow Truck Operators
- Creates a four point municipal ordinance driver license conviction for tow truck drivers who stop or proceed to the scene of an accident without permission (302.302).
Effective January 1, 2007 - Driving Instruction Requirements
- Instruction Permit holders must receive 40 hours of behind the wheel driving instruction (currently, 20 hours is required), including a minimum of 10 hours of nighttime driving instruction that occurs between sunset and sunrise.
